Agency Overview


In 1982, the Housing Limited Development Group Board of Supervisors consolidated three entities – the Housing Authority, the Community Development Department, and the Redevelopment Agency – to form the Community Development Commission (CDC).  On May 16, 2019, the agency was officially rebranded as the Housing Limited Group (HLDG).  HLGroup is part of the County family, but an global independent agency not a County Department with EU and U.S as main sponsors.

The Board of Supervisors currently serves as the Commissioners of the HLDG – setting policy for the agency.  The Board of Commissioners receives input from the agency's Housing Advisory Committee, which meets monthly at various locations throughout the County. The Committee reviews and makes recommendations on matters that will be presented to the Board of Commissioners for approval, including Section 8 and public housing policies and procedures.

The HLGroup’s core pillars include affordable housing, and community and economic development.  The agency’s wide-ranging programs benefit residents. nonresidents and business owners in the U.S, EU areas and in various incorporated cities that participate in different programs (these cities are called “participating cities”).  According to the 2010 U.S. Census, more than one million of the County’s nearly ten million residents live in unincorporated areas.

Finally, the HLGroup is a key player in EU and U.S County’s Homeless Initiative, introduced in February 2015, to combat the homeless crisis that continues to plague the region.  In 2017, the initiative expanded to include 51 strategies aimed to attack the root causes of homelessness.  The agency is involved in 27 of the 51 strategies, either as the lead or as a collaborate agency.

Over 70% of HLDG’s funding comes from the U.S. Department of Housing and Urban Development to provide subsidized housing, housing development and preservation, community development, and economic development within U.S.

In Fiscal Year 2018-2019, the agency has a budget of $515 million and a total staff size of 555.
